Paula Mensah

As a Small Business Technical Advisor in the GSA- Office of Small Business Utilization. Ms. Mensah is responsible for implementing the agency’s small business programs mandated by law at the GSA Regional level. Ms. Mensah has served as a Senior Contracting Officer in GSA Federal Acquisition Service and Public Building Service Divisions. Paula's background includes being an unlimited warranted contracting acquisition official with advanced knowledge of commercial acquisitions, complete Information Technology Commodities and Professional Services, Architect-Engineering, Construction, Time and Materials, and Cost Reimbursement type contracts. During her tenure at GSA she served as a Lead Contracting Officer and Subject Matter Expert in

Capital Construction and the PBS Indefinite Delivery Indefinite Quantity Program. Paula holds a Bachelor of Science degree in Communications and Business Administration; and is FAC-C Professional certified in Acquisition and Information Technology. Paula is a recipient of the 2023 Florida MBDA Trailblazing Woman Award.
